In September of 1988, amid massive demonstrations against the government, a new regime seized power in a military coup. Calling themselves the State Law and Order Restoration Council (SLORC), the new regime also changed the name of the country from Burma to Myanmar, something that opposition groups still object to. Pro-democracy politicians in Burma are increasingly cognizant of the need to recognize ethnic political and cultural rights, but many still give precedence to the struggle for democracy. While most ethnic political leaders and civilians favor democratic rule, they are not confident that a simple restoration of democracy will lead to a resolution of their political problems. Due to its political and financial situation, Burma is considered one of the least developed countries in the world. It is regarded as a so-called pariah state because of its politics. Land use across Burma’s ethnic-minority states, three patterns of relationships between the national state and locally-based, often nonstate actors have emerged since 1988: near devolution, military occupation, and coexistence.

In 2011 the authorities face the challenge of intro-ducing the new political system.
